A knife-wielding man stabbed a stranger over cigarettes in Victoria before allegedly turning himself in to police and being subdued by a Taser Wednesday afternoon. A suspect has been arrested and is expected to appear in court this morning. The incident happened in a residential area of ​​Rock Bay Avenue and Gorge Road East, and several people appeared to be filming it on their phones, said police, who are asking those witnesses to come forward with information. Patrol officers responded to a report of a man attacking another man with a knife in the area just after 2 a.m. Wednesday.
